As State Treasurer of Delaware, Chip Flowers is dedicated to protecting, managing and investing the state's money in a smart, safe and financially beneficial manner. Since becoming the State Treasurer in January 2011, Flowers has earned accolades from the White House for his financial literacy efforts, as he is deeply committed to promoting financial education in Delaware. He has also been praised for his work to support small Delaware banks and small businesses while promoting transparency and innovation in government. Among his many responsibilities, Treasurer Flowers administers the state's $2 billion investment portfolio while managing several state programs, including the Deferred Compensation supplemental retirement program and administering federal-state agreements that extend Social Security coverage to state employees and public employees of other governmental subdivisions in the state. Prior to becoming State Treasurer, Chip worked as a mergers and acquisitions attorney at Skadden, Arps, Slate, Meagher & Flom, LLP. During his time at Skadden, he served as chairman of the Multicultural Judges & Lawyers Section of the Delaware State Bar Association. In 2006, Chip founded The Flowers Counsel Group, LLC, which has become one of Delaware's most prominent corporate law practices. Chip remains involved in Delaware civic organizations, often taking on leadership roles, and demonstrating a special interest in public policy issues. He has been an effective advocate for high-quality education, affordable health care, economic growth and superior art institutions. Chip is a graduate of the University of Pennsylvania with a B.A. in Economics, earned his law degree and a Master's in Business Administration from Georgetown University, and a Master's in Public Administration at the John F. Kennedy School of Government at Harvard University.
