Panagis Koutsokostas was born in Edessa, Greece, in 1983. He completed his graduate studies at the Faculty of Law of the Democritus University of Thrace and his postgraduate studies at the Department of Cultural Technology and Communication (M.Sc. in Cultural Informatics) of the University of the Aegean on a scholarship. Also, he holds a Bachelor's Degree from the Department of History, Archaeology and Social Anthropology of the University of Thessaly.
He has worked with the Greek Ministry of Culture and Tourism and the Greek Ministry of Education on issues of museology, cultural management, digitization and archiving collections, he has also worked in the field of exhibition curation and writing essays for exhibition catalogues and art books. In 2013, he participated as a researcher and assistant curator for the Greek Pavilion as part of the national representation of Greece at the Venice Biennale. He has also participated in research programs on the use of new technologies in museums and in the research of primary archival materials and collections from museums, libraries, private and public records, the results of which have been published in scientific conferences, specialized workshops and exhibition catalogues.
He is currently working at the Greek Ministry of Digital Governance, within the Legal Department of the Hellenic Cadastre (a Public Law Entity), where he reviews the Registrable Acts of the Cadastre.
