Adrian Quesada Rodriguez

Adrián Quesada Rodríguez (Ma. MSc.) is a Costa Rican lawyer and mediator. His professional experience ranges from various outreach and research positions on intellectual property and cybersecurity (UCR), Internet standards and regulations (Internet Society), digital policy (DiploFoundation), and personal data protection (Mandat International); to executive work in mediation (UCR), governance (Secretariat of the Internet Governance Forum) and the aerospace sector (IATA, ACAE).

Having obtained his law degrees (Ba. Lic.) at the University of Costa Rica, his thesis on the Costa Rican perspectives on personal data protection in converging telecommunications was approved with distinction and submitted to the Spanish Data Protection Agency (AEPD) for consideration. This led to his work being granted first place in the 2014 Ibero-American Personal Data Protection Research Awards and its international publication by the Spanish Official State Bulletin under the title “Protección de datos y Telecomunicaciones Convergentes – Premio Protección de Datos de Investigación”.

Mr. Quesada Rodríguez has pursued Master's degrees in both International Law (IHEID, Switzerland), and telecommunications economics (UNED, Spain). He has received various fellowships and scholarships (ICANN, SSIG, LACIGF) and was recognized as a Privacy by Design Ambassador in 2014 by the Office of the Information and Privacy Commissioner of Ontario, Canada.

Adrian Quesada Rodriguez is currently a Researcher on ICT and Law at Mandat International and a Board Member of the Central American Association for Aeronautics and Space (ACAE).
