Harrison graduated with honors from the University of Chicago, and he received his law degree from the University of Virginia Law School. At the University of Virginia Law School, Harrison was an editor of the Virginia Law Review and the Managing Editor of the Journal of Law and Politics.

Following law school, Harrison clerked for one year for a federal district judge and then practiced with the law firm Quinn Emanuel Urquhart Oliver & Sullivan.
