Alexander has been the Chief Information Officer of Tuluá since 2016. He's currently developing the strategy Smart Tuluá to provide social and public services using technology as a tool for citizens. After graduating with a degree in Electronic Engineering from San Buenaventura University in 2004 he worked on many projects concerning Information and Communication Technologies.

In 2010 he co-founded Tecnotaxia, the first digital marketing agency in the center subregion of the Cauca Valley and worked with the of Colombia's Ministry of ICT on the programs "En TIC Confío" and "Mipyme Digital". He has been supporting the startup movement in Latin America with Startup Weekend events by Techstars and digital activism with "Brigada Digital". He's a candidate for a Master's Degree in Management of Science, Technology, and Innovation.
