Blair MacDougall

Blair MacDougall is a Canadian oil and gas engineer and consultant with nearly twenty years of experience in the offshore drilling industry. Following a Bachelor of Science degree from St. Francis Xavier University in Mathematics and a Bachelor of Mechanical Engineering degree from Memorial University of Newfoundland, MacDougall spent the first half of his career working as an engineer in various capacities for ExxonMobil and Mobil. His time with these companies had him contributing to and overseeing numerous offshore drilling, completion and well testing projects.

As an example, from 2000 to 2001, MacDougall served as the Lead Well Construction Engineer for subsea wells that a major Exploration and Production company was constructing off the coast of Equatorial Guinea. MacDougall was responsible for the planning and supervision of drilling for the project, in addition to well testing and abandonment planning. From 2001 to 2003, MacDougall continued his work in Equatorial Guinea by serving as a Project Engineer in the execution of a 19-well subsea development. As Project Engineer, MacDougall participated in the subsea field layout process, subsea equipment testing and composed the Design Basis for project drilling, testing and completion.

MacDougall’s work with these projects gave him the opportunity to gain experience in international drilling efforts and allowed him to work in a variety of locations around the world, including West Africa, Central Africa, Western Canada, India, China, Atlantic Canada and the North Sea. The first chapter of MacDougall’s career also broadened his experience in managing drilling projects in the deep waters and harsh environments off the coast of Nova Scotia, Newfoundland and other regions of the Northern Atlantic.

In 2003, MacDougall began a new phase of his career when he founded Waterford Energy Services Inc. (WESI), a Canadian consulting firm that provides experienced oil and gas personnel to operators throughout the industry. MacDougall currently serves as Director and Senior Consultant for WESI, which places him with the responsibility of overseeing the contribution of a large network of WESI drilling consultants as they assist oil and gas operators and government organizations in a variety of projects, including drilling, completions, subsea, well interventions and frac projects.
