Carol A. Spencer

Carol A Spencer is a visionary and innovative leader with a broad background in the private sector, public sector, and non-profit world. Spencer is nationally recognized for her innovative use of social media in emergency management and state of the art government web development.

Spencer is a former IBM Marketing Representative and served as both Web Manager and Digital & Social Media Manager for the County of Morris NJ. She developed the nationally recognized MCUrgent (Morris County Urgent), a social media emergency communications network in which municipalities are team members with the county, posting to a single social media stream during a multi-jurisdictional emergency.

In her current position with Stormzero LLC, she authored both the "Emergency Communications Planning" and the "Vulnerable Populations Identification for Emergencies" actions for municipal certification in Public Information & Engagement.

A former councilwoman and mayor, Spencer's broad public service experience gives her a unique combination of perspectives when working with local governments.

Spencer is a founding board member of the National Association of Government Web Professionals, having served as its Treasurer and Finance Director. She is the past president of the Government Web Professionals of NJ. Her work has been the subject of a Hootsuite White Paper on Emergency Communications and cited by the National Association of State CIOs as an innovative cross jurisdictional collaborative.

To relax, she heads to her lake house in PA, with friends for fun, or alone to read, knit or just enjoy the sounds and sights of nature.
