Carlos Antonio Ramirez (born December 26, 1966), is a peruvian-american Educator, Technologist and Accountant. He was born in Lima, Peru to Celedonio and Marina Ramirez who are both Peruvians and now residents in White Plains, New York. Husband to Betty Ramirez and proud Father of Ryan Ramirez a senior at Scarsdale High School.EducationCarlos Ramirez, born and raised in Lima, Peru, has been residing in New York since 1997. He Attended Mercy College, in Dobbs Ferry, NY where he earned a Bachelor Degree in Accounting with concentration in Computers and Information Systems in year 2000. Right after he pursued and earned a Master's Degree in Internet Business Systems in year 2002. In 2010, He also earned a second Master's Degree in Educational Leadership and Administration from The College of Saint Rose, in Albany, NY. CareerCarlos Ramirez has worked as a Technology Teacher and later Instructional Technology Coordinator in Mount Vernon City School District (Westchester County). He also worked at Hempstead Public Schools in Hempstead, NY (Nassau County, Long Island) in the capacity of Director of Technology and Chief Information Officer. Mr. Ramirez gained media coverage and news presence when he became a whistle blower exposing detrimental grade changing practices at The Hempstead Union Free School District. His integrity and resolve provided for intervention of multiple authorities and the State Education Department on the controversial school district and the adoption of policies by their Board of Education to end grade changing practices that allow for fabricated increase in passing and graduation rates.Most recently, Mr. Ramirez served his state as Coordinator of Technology Policy of The New York State Education Department in Albany, NY. He managed multiple programs and funding streams for instructional technology statewide, successfully executing and distributing the $87 Million Dollars Microsoft Settlement Program for schools in need also known as The Technology Voucher Program. He also reinstated the requirement of a 3-year Instructional Technology Plan for every school district in NYS in alignment with Commissioner Regulations Part 100.12 for schools districts to ensure fiscal responsibility and eligibility for Federal and State Funding as well as State AID. Voters in NYS approved the Smart Schools Bond on November 2014 creating a $ 2 Billion Dollars funding opportunity for all schools to invest in Connectivity and Broadband, Pre-K Construction
