Franklin Bullock

Honolulu, HI

After joining the U.S. Coast Guard in 1999, Franklin Bullock currently serves as a Lieutenant in Honolulu, Hawaii. In this position, Franklin Bullock has served as a commercial vessel inspector, ensuring safety and security compliance for vessels and port facilities, as well as conducting Marine Casualty Investigations. His previous assignment was deployed within southern Iraq and included serving as the Assistant Maritime Security Advisor to the United States Forces in Iraq (USF-I). As an U.S. Embassy Baghdad Liaison, LT Bullock worked with the Dept. of State, Dept. of Homeland Security and the Dept. of Transportation Attaché Office in Baghdad.

Noteworthy projects during LT Bullock's deployment to Iraq include a partnership with the United States Army and the Iraqi Ministry of Defense to provide energy to the Arabian Gulf Maritime Academy. As Logistics Coordinator for the USF-I Port Advisory Coordination Element (PACE), Bullock oversaw the procurement and delivery of a 320-watt power generator to produce energy for air conditioning and lighting for the Academy. In 2010, he played a similar role with the Joint Interagency Task Force (JIATF) as it utilized large electricity generator ships to power the Iraqi Province of Basra. The first ever Port Facility Security Officer Training Course was conducted by LT Bullock and the PACE Team in early 2011, fostering corporation for private shipping company representatives and GoI Ministers related to enhancing port facility security measures.

As part of the United States Coast Guard, Franklin Bullock has had several career opportunities to engage in multiple security interests including the Government of Iraq (GoI), private shipping company stakeholders, and U.S. Government interests in foreign and domestic ports. He has experience in security training, project management, strategy development, and diplomatic relations. Previous responsibilities included mission coordination efforts and logistical planning for security assets and personnel. Bullock has also garnered experience in conflict resolution.

Outside of his professional duties, Franklin Bullock belongs to a number of veterans' organizations, including the Coast Guard Combat Veterans Association, the Veterans of Foreign Wars, and the Military Officers Association of America. In charitable matters, he donates to the American Red Cross, Bridge House of New Orleans, and the Humane Society.
