James “J.R.” Reeves has been a government and corporate executive fulfilling the most senior roles in public service and corporate leadership. As a C-Suite executive, Mr. Reeves has full responsibilities as a Federal CIO pursuant to the Office of Management and Budget (OMB) and Office of Personnel Management (OPM) statutory regulations. He has been responsible for the full gamut of Federal agency’s Cyber Security posture, served as a member of the Risk Management Counsel (RMC) and chair of the CIO Council. He has led Federal and contract Team members in efforts to meet the critical needs of a diverse IT infrastructure and operations management environment while at all times focusing on controlling cost and delivering value to key stakeholders.
Mr. Reeves takes pride in his ability to build diverse teams comprised of both government and contract resources. He’s been the sole executive advocate for public-private and academic partnerships engaging collegiate and university relationships. He’s expertly managed the professional relationships bridging government and Fortune 50 corporations while remaining a staunch advocate for small and disadvantaged businesses. His teams are some of the most diverse groups within the organization. The diversity originates from age, gender, experience, education, technical skills and other key factors.
In addition to the aforementioned responsibilities, Mr. Reeves has also created IT Strategic plans and managed IT systems as a strategic resource for organizations. He’s directed and controlled all aspects of IT budget and financial lifecycle within organizations for resources, projects and acquisitions. As a project manager he’s developed annual, multi-year and long-range work plans and schedules for all aspects of projects (both waterfall and agile). This includes resource requirements, resolving budget shortages, long range staffing needs, developing goals and large programs as well. Developed the Agency’s CPIC(Capital Planning and Investment Control) program from the ground up including developing policies, procedures, training and guidance for the entire Agency. He’s also served as key Operations Manager for a 24x7x365 IT Operations for customers of shared services and systems for a world-wide network consisting of all five (5) component networks.
