Judith Mühlenhoff studied Sociology, Cultural Studies and Communication Studies at Free University Berlin, Humboldt University Berlin and the University of Glasgow. She obtained a Ph.D. in Innovation Management and Entrepreneurship at the University of Potsdam.

Judith Mühlenhoff works as a policy analyst at the Collaborative Governance Lab (Laboratorium Beteiligende Verwaltung) at the Federal Office for the Safety of Nuclear Waste Management Germany (BASE). Previously, she promoted the opening of innovation processes at Stifterverband, in big corporations such as Deutsche Telekom or Volkswagen as well as in her work as a freelancer.

With a background in sociology, she is trained in qualitative methods, systemic approaches as well as human-centered product and service design.
