Justin is a Geospatial Analyst for GISinc with a B.S. in Geography conferred by The Pennsylvania State University, possessing over a decade of experience using ArcGIS in support of emergency management operations and planning. He also serves as a part-time GIS Analyst for the University of Pennsylvania's Laboratory of Avian Medicine & Pathology. Justin was previously employed at Dewberry as a Staff Geographer.

At the University of Pennsylvania, Justin developed and administers the Laboratory's epidemiological GIS for the commonwealth's poultry facilities. He is responsible for producing detailed, functional maps for a wide range of clients, from the federal and state governments to poultry industry executives to ordinary farmers. With the threat of an avian influenza pandemic ever-present, Justin is essential to help prevent a possible outbreak from affecting Pennsylvania's poultry industry and consumers alike.

Justin's prior experience at Dewberry was diverse, supporting both riverine and coastal flood hazard studies from their origins in the field through post-production from New York to Florida. He was deployed to the field for high-water mark surveys and public assistance facilitation for federal disaster response and recovery missions after Tropical Storms Irene and Lee in 2011, and Hurricane Sandy in 2012. He also supported other various hazard mitigation efforts, delivering mapping products for the Colorado Water Conversation Board and the Susquehanna River Basin Commission. Justin earned his accreditation as a Certified Floodplain Manager in 2009, demonstrating his knowledge of national standards and programs of floodplain management.
