A veteran management professional who has worked at executive levels within federal and state governments, Pamela Berkowsky most recently served within the administration of U.S. Virgin Islands Governor John P. de Jongh, Jr. After accepting a position with the de Jongh administration as Deputy Chief of Staff in early 2007, she ultimately attained the position of Chief of Staff. Pamela Berkowsky directed policy development and implementation, managed the Governor's Cabinet affairs, and supervised Government House operations, with oversight responsibilities spanning a 125-member staff and a $9 million budget.

Ms. Berkowsky's specific de Jongh administration responsibilities included guiding policy and legislative efforts in the areas of tourism and economic development, education and health care reform, public safety, emergency management and energy. She also led the U.S. Virgin Islands' relations with international and federal entities, the National Governors and Southern Governors Associations, and served as the Governor's representative on the Healthcare Reform Task Force, the Public/Private Sector Cruise Ship Task Force and the Children and Families Council.

Earning her B.A. magna cum laude at Princeton University, Pamela Berkowsky notably spent a year as an international relations studies-focused Fulbright Scholar at the Institut universitaire de hautes etudes internationales in Geneva. Ms. Berkowsky subsequently completed her Master's degree in National Security Studies at The Fletcher School of Law & Diplomacy at Tufts University.

Entering the Department of Defense in 1988, Pamela Berkowsky held senior positions in the Office of the Secretary of Defense until she was appointed as Special Assistant to the Under Secretary of the Navy in 1991. Over the next six years, she advised two consecutive Under Secretaries and also undertook a yearlong assignment with the Office of Vice President Al Gore. From 1997 to 2001, Ms. Berkowsky served as Assistant Chief of Staff to Secretary of Defense William S. Cohen, while also serving as the Assistant to the Secretary of Defense for Civil Support.
