Consistently recognized for his endeavors in the public sector, California law enforcement veteran Richard Lichten holds extensive experience in natural disaster response, a versatile knowledge of police practices and prison culture, and a talent for tactical strategizing in the face of unexpected events. Responsible for dispersing a 2,000-prisoner riot at Castaic, Los Angeles’ North County Correctional Facility, Richard Lichten also exercised exceptional leadership in managing a high risk sniper shootout in Santa Clarita.

Skilled in coping with other types of emergencies, he received accolades for deploying relief methods for earthquakes and wildfires. Throughout more than 30 years in the field, Richard Lichten excelled in various roles, including Sergeant, Lieutenant, Narcotics Investigator, Training Officer, and an Officer on patrol and jail duty. Formerly responsible for supervising teams that surpassed 200 members, he also led a series of use-of-force and ethics training seminars. He exercised acumen in various mediations, including more than 100 inmate disturbances and 1,800 use-of-force investigations. In addition, he addressed 1,000 staff and civilian complaints. In 2008, Richard Lichten retired after 30 years of service and started his consulting career.
