The aim of the research is to increase understanding of the issues that impact upon public sector management of PPP projects by developing a generic integrated partnership, risk and performance management model. It is anticipated that the model will be used by project directors during operations to identify:

• Issues that may prevent intended Value-for-Money outcomes
• Factors that may contribute to improved Value-for-Money outcomes
• Project documents that can be used for developing improvement plans
• Treatment actions
