As President of Horizon Capital Of America, Inc. (HCA), Wilbur Stakes has expertise in the preparation of legal and financial documentation as well as providing investment solutions for clients. Wilbur Stakes also has decades of experience in arranging distribution, manufacturing, and licensing arrangements in countries such as the United Kingdom, Japan, Taiwan, and the Philippines. Services offered by HCA include commodities trading, insurance coverage, venture funding, and financial feasibility studies.

Within the commodities realm, Wilbur Stakes’ company has recently opened a division dealing primarily with crude petroleum, copper, and gold bullion. HCA’s risk management services range from traditional insurance vehicles to providing insurance against political risk with regard to international banks and government bonds. Wilbur Stakes and his firm enjoy a working partnership with Lloyd’s of London, through his firm’s substantial equity interest in an insurance company with ties to the Lloyds Underwriter Group.

Wilbur Stakes earned his undergraduate degree at Randolph-Macon College in Ashland, Virginia, subsequently completing an LLB at New Orleans’ Tulane University Law School. Wilbur Stakes completed his law studies, focusing on anti-trust and licensing issues, and earning an LLM from Toronto’s Osgoode Hall Law School. In the early part of his career, Wilbur Stakes served as Director of International Licensing with Jones and Company, Ltd. He later on accepted responsibilities as Assistant Director of the Floor Department in the New York Stock Exchange. In 1972, Wilbur Stakes established a private practice law firm, which he continued for the next 10 years. Wilbur Stakes moved into real estate development in 1982, undertaking project management duties until accepting a position with Horizon Capital Of America, Inc. in 1991.

Maintaining membership in Phi Alpha Delta and Pi Gamma Mu honor societies, Wilbur Stakes also has status as a Master Mason with the Masonic Lodge in South Dennis, Massachusetts. His skills as a trained Stephen Minister allowed him to fulfill responsibilities as Deacon of the Dennis Union Church, part of the United Church of Christ. Wilbur Stakes has also held membership in the Federated Church of Hyannis, where he took on the role of Deacon, bringing sacrament of communion to homebound members. He also successfully negotiated a telecommunications lease that benefitted the church.
