William Panos

In charge of operational functions, 85 employees, and a $435 million biennial capital budget, William T. Panos serves the City of West Sacramento, California, in a myriad of ways. As Director of Public Works, Mr. Panos currently holds various responsibilities in the areas of management, finance, and agency agreements. In addition, William Panos continually focuses on the development of regional and national partnerships. Furthermore, he leads the decision-making process for issues related to infrastructure and financial performance. Over the past several decades, William Panos has served in a number of roles that have increased his proficiency and skill in leading organizational change. Prior to his time with the City of West Sacramento, he operated as Capital Director for Washington State. In that capacity, he served as the lead manager on matters concerning revenue growth, public policy, and public building standards. Additionally, Bill Panos provided direct oversight for over 200 new construction and green building projects at any one time. William Panos also served as the former Toxics Director for the Massachusetts Department of Environmental Protection, where he worked to institute substantial program expansion and revenue growth measures as well as effective policies and regulations for the Commonwealth. Recognized as a leading figure in waste management, William Panos also contributed to a number of community-based programs aimed at increasing the viability of recycling and re-use projects. In that role, he managed to effectively divert 5.2 million tons of toxic materials, ensuring the beneficial use of such chemicals. William Panos also increased job creation in Massachusetts and served as Advisor to the President’s Council on Sustainable Development.
