Dr. Matthew Donlan, DBH, MBA
Addiction Treatment Consultant | Curriculum Developer | Evaluation Provider | Founder of Donlan Counseling Services | CEO of Donlan Enterprises
I’m Dr. Matthew Donlan, a Doctor of Behavioral Health, MBA, and founder of Donlan Counseling Services on Cape Cod, Massachusetts. I specialize in Addiction Treatment Consulting and other specialized services related to Substance Use Disorders, guiding organizations and individuals through every stage of the recovery-care continuum — from counseling and clinical programming to accreditation and licensing consulting, staff training, and curriculum development for inpatient and outpatient addiction treatment and mental/behavioral health programs.
Before founding Donlan Counseling Services, I served at the Director level for the first private, publicly-traded addiction treatment organization and later as CEO of a leading outpatient treatment center, overseeing clinical operations, program compliance, and organizational growth. Following the turbulence of the COVID-19 era, I chose to return to what inspired me most — patient-centered care — and launched Donlan Counseling Services to help both individuals in recovery and treatment providers thrive.
My services include:
- Program design and implementation for new or existing treatment facilities
- Accreditation and licensing consulting (BSAS, DMH/DPH, CARF, COA, and Joint Commission standards)
- Risk of Recidivism Evaluations for clients petitioning the Registry of Motor Vehicles to restore driving privileges after OUI-related suspensions
- Substance Use Evaluations for employers, courts, probation, and parole departments
- Employee Assistance Program (EAP) consulting for organizations supporting workforce wellness
- Certified Problem Gambling and Gambling Addiction treatment
- Expert Witness Testimony in legal cases involving substance use disorders, including OUI, custody, and employment-related matters where behavioral health expertise is required
In addition to clinical and consulting work, I am the author of several addiction and behavioral health workbooks currently used at treatment centers across Massachusetts. My acclaimed Navigation Series— a 25-worksheet CBT-based collection including Navigating Your Overthinking, Navigating Your Boredom in Recovery, and Navigating Time Management — helps patients translate insight into daily practice. My forthcoming expressive-therapy collection, The Currents of Recovery, expands this approach into creative self-discovery through art, writing, and reflection.
If you’re seeking an addiction treatment consultant who combines clinical expertise, administrative leadership, and creative curriculum design, I’d love to collaborate. Together, we can build evidence-based programs that don’t just treat addiction — they transform recovery outcomes and empower communities.
