Victor Olerskiy was born in Liepaya, in the former Latvian Soviet Socialist Republic in 1965. He studied for his Radio Engineering degree between 1982 and 1987 at Naval Engineering School in St. Petersburg. Upon completion of his education, Olerskiy started working at Baltic Shipping Company as an engineer, where he would remain until 1991. At this time, he joined AOZT Infotech Baltika, where he would remain for close to twenty years. During his time at AOZT, Olerskiy worked his way up from being Head of Agent Department to being Commercial Director.

In 2009, Victor Olerskiy moved into the public service sector as the Deputy Minister of Transport, working for the government of the Russian Federation. He served in this role for nine years, with the final two years including the added responsibility of heading up the government’s Federal Agency for Transport in the Maritime and River sector.

Board membership has also played a key role in Victor Olerskiy’s professional career, as he has served as director on several boards. In some cases, Olerskiy has taken on the role of Chairman of the Board, such as at his time with OAO Volga Shipping Company, or Chairman of the Supervisory Board, such as with ANO Unified Transport Directorate.

When Olerskiy has free time outside of his professional duties, he actively spends time outdoors, enjoying pursuits such as skiing, jogging and fishing. He is also a fan of football and supports Zenith St. Petersburg.
