Alvin Chioma Vanessa Ogar

Ms. Alvin C. Vanessa Ogar is a Senior Administrative Law Judge for New York State. She started in her State agency in 2018 as an Administrative Law Judge and in less than four years she was appointed Senior Administrative Law Judge whereby she is responsible for an entire county in New York City.

Prior to her current position, Attorney Ogar served as a Principal Court Attorney in Kings County, Supreme Court, a solo practitioner in upstate New York and New York City, Of Counsel to Alter & Barbaro, Esqs., Pro Bono Counsel to Making the Impossible Possible, Inc., and General Counsel for Five Star Contracting Company, Inc. Attorney Ogar is also an uncompromising cyber security professional with an established track record of delivering vulnerability, response, and mitigation strategies to bolster cyber security operations. She has served as an Information System Security Officer, Senior Cyber Security Consultant, and Chief Privacy Officer.

In 2006, Ogar received her Bachelor's of Science in Political Science with a minor in Business Economics from Trinity University in Washington, D.C. She earned her Juris Doctorate from Albany Law School in 2009 with a concentration in health law and as a member of Albany Law School Science and Technology Journal. After graduating from law school, Ogar was selected to be a Legislative Fellow in New York State Senate. During her fellowship in the Senate, Ogar went on to complete her Masters of Laws (LL.M.) in Civil Litigation, cum laude, at Albany Law School in 2010.

Ogar is admitted to practice law in New York, United States District Court for the Northern District of New York State, United States District Court for the Western District of New York State, United States District Court for the Eastern District of New York State, United States Army Court of Criminal Appeals, United States Navy-Marine Corps Court of Criminal Appeals, and United States Court of Appeals for the Armed Forces.
