Carlos Eduardo Motta

Carlos Eduardo Motta, Lawyer, Admiral and Engineer, Master and Ph.D. in Marine Sciences is currently a consultant with main operations in Fortaleza and Rio de Janeiro. While with the Navy, his professional experience included executive and operational positions.

In Washington D. C., he was the head of the Brazilian Representation to the Inter-American Defense Board, an international organization under the Organization of American States (OAS), offering advice on matters of hemispheric defense.

His specializations include public-private partnership (PPP) contracts, and provision of legal services with emphasis on PPPs and the Law of the Sea.
