Ceasar Evans is founder of KILO 7, which is now a department of The Pelican Group and Associates LLC, Mr. Ceasar Evans also holds the Position with The pelican Group as the Director of Operations which is fully serviced Kidnap/Ransom and Extortion research and intelligence group. Among his numerous roles, Mr Evans also develops platform prgrams to conduct forced kidnap and rescue operations internationally. Mr Evans comes from a very colorful operations experiece spending 16 years in the U.S Marine Corps as Force Recon Operator. Mr. Evans has been employed by several private contracted insurance companies to conduct rescue operations all over the globe gaining much respect in the world of kidnap and rescue, hostage mediation, hostage managment and corporate risk analysis consulting. Mr Evans is considered a SME in the fields of kidna and rescue and has achieve his Master Degree in Criminal Administration and his B/S in Criminal Psychology. Mr. Ceasar Evans core acumen is primarily in issues surrounding kidnapped and hostage asymmetric threats, Counter Insurgency (COIN) kidnap force protection and recovery operations, and corporate risk analysis intelligence and operations and has over 21 years of experience in forced objectives and resolutions. Mr. Evans was recruited by the U.S. Intelligence Community in 2005 where he began a career in private intelligence operations and was put through the rigors of special forces SERE training, hostage rescue operations, combat surveillance and counter surveillance, Israeli and British Close Quarter Combat, and additionally, took intelligence and counter terrorism training from Northrop Grumman Industries. Over the span of his civilian career, Mr. Evans has wrote dozens of papers on a broad range of strategic issues on kidnap ransom and extortion, and geographical threat analysis.
