The position and responsiblity of Mr Davignon usually includes business promotion for the European community, sometimes at a cost to any other non-European community (e.g. the notorious Belgian Congo). He is the named and confirmed head of both Societe Generale de Belgique and its transition into the Bilderberg Group, where confirmable controlling interest in Qatar Liquified Natural Gas has gone into overdrive by securing of pipelines.
