After serving as deputy manager for Lisa Taylor Wallace's 2002 Alabama state treasurer campaign, J. William "Billy" McFarland Jr. enrolled at the University of Alabama, from which he graduated with a bachelor's in criminal justice. Upon graduating, J. William McFarland Jr. began working as a grant writer in the public relations department of the Tuscaloosa Children's Center, where he helped secure thousands of dollars in new grant awards and facilitated community engagement efforts. Concurrently, he served as a resident manager of Skyland Apartments.

Billy McFarland Jr. went on to work as community development planner with the West Alabama Regional Commission and director of the University of West Alabama James Suttles Entrepreneurship Institute. He now serves as managing member of the energy and real estate investment vehicle SmithMack and as special advisor to the Austin Group, the latter of which contributes to public policy and economic development initiatives.

Deeply committed to Republican politics, J. William McFarland Jr. has held a variety of campaign and party leadership roles. He is the chairman of the Perry County Republican Committee and previously served as a charter member of the Republican National Committee Presidential Advisory Board.
