The recipient of a bachelor's degree in political science from the University of Omaha, James E. Dow Jr. subsequently earned a juris doctor degree from Rutgers University School of Law, where he served as president of the Student Bar Association and editor of the Rutgers Journal of Computers and the Law. James E. Dow Jr. began his career in 1972 as a law clerk for the Honorable Almeric L. Christian, Chief Judge of the U.S. District Court of the United States Virgin Islands and later served five years as a partner with a Virgin Islands firm, where he specialized in civil litigation, criminal defense, and real estate. He moved to New Jersey (NJ) in 1981 and has since held various positions in the legal sector.

After working as an associate with a NJ-based firm, James Dow managed his own private practice from 1983 to 1992. He joined Brown, Lofton, Childress & Wolf in 1992, but again began working as a solo attorney three years later. He served as a Judge in Englewood Municipal Court from 2005 to 2015, following which he was awarded with a Certificate of Special U.S. Congressional Recognition and the Justice Thurgood Marshall Award by the NAACP of Bergen County. Since retiring as a judge, Attorney Dow has returned to his private practice.
