Joseph Catalino is a healthcare executive and business operations leader with 25 years of experience across government and industry. He served as a senior official in the U.S. Department of Defense, represented the Department on the White House COVID 19 Task Force, and was appointed to close the Pentagon’s Task Force for Business and Stability Operations, TFBSO, completing remaining obligations ahead of schedule and returning funds to the Treasury.
Today he is Chief Operating Officer at DarkPulse Inc., where he oversees critical infrastructure sensing businesses, P and L, multi project execution, risk management, and post acquisition integration. He helps teams align risk, cost, and mission outcomes. An Air Force Reserve Colonel in the Medical Service Corps, he has commanded aeromedical and special operations medical units and supported global patient movement at U.S. Transportation Command.
His academic preparation includes Southern Illinois University, Central Michigan University, and Walden University, where he completed a PhD on disaster preparedness for at risk populations. He serves as a Senior Fellow at the University of South Florida. Outside work he restores vintage motorcycles.
