Joseph Dougherty

Attorney Joseph Dougherty has served as General Counsel for Caring, Inc., since 1999. A nonprofit organization based in Pleasantville, New Jersey, Caring, Inc., provides adult residential and health care services. As General Counsel for the organization, Joseph Dougherty provides guidance on a wide range of topics, including employment and union issues, tax questions, and litigation concerns. He has also served as the nonprofit’s Operations Manager since 2002. In addition to these duties, he maintains an independent legal practice, and over the years, has also worked with the law firms of Hill Wallack, LLP and Hank Rovillard, LLC, all in the Atlantic City area. His specialties in this capacity are commercial transactions, municipal, casino and real estate law.
Prior to his current work as an attorney, Mr. Dougherty worked in the family restaurant business, the highly regarded Dock's Oyster House, an Atlantic City institution in the Dougherty family since 1897. That family business also included another Docks restaurant in Florida and now includes two additional restaurants in Atlantic City, the venerable Knife and Fork Inn and the fairly recent, Harry's Oyster Bar on the Boardwalk at Bally's.
Mr. Dougherty graduated from Atlantic City High School in 1982 and then attended Princeton University where he was awarded a B.A. in Psychology in 1986. In 1993, he returned to academia to pursue a career as an attorney, and enrolled at Rutgers Law School in Camden, where he excelled as a graduate student and earned his J.D. degree with honors in the Tax Honors program. While at Rutgers, Mr. Dougherty also received the American Jurisprudence Award.
