Based in Reno, Nevada, Kemp Shiffer is an accountant for Western Nevada Tax Service, where he handles tax preparation and represents clients before the IRS as an enrolled agent. He has many years of experience working for the IRS for over 25 years as a special agent with the IRS Criminal Investigation Division in both Reno and Los Angeles. Between October 1977 and April 2003, Kemp Shiffer conducted more than 50 criminal investigations, which led to 27 convictions and 5 fugitive indictments. Previously, he served as an officer with the Hermosa Beach Police Department and served in the 82nd Airborne Division of the U.S. Army.

Kemp Shiffer attended California State University in Lost Angeles where he earned a bachelor’s degree in criminal justice with a minor in political science. He completed additional training over the course of his career at institutions like the IRS's Criminal Investigator Tax School and Special Agent Investigative Techniques School. He has also taught courses at the University of Nevada, College of Business, at Golden Gate University and for several federal, state and local agencies. Additionally, Shiffer wrote training material for IRS criminal investigators.
