I was born in the former Soviet Union and, before it collapsed, had a few good years of lecturing and academic research. I had also defended my first Ph.D. there. Soon thereafter, I got a Master of Public Administration from NYU and helped create the National Academy of State Administration of Ukraine as the founding Chair of the Department of Public Administration at its immediate predecessor - the Institute of Public Administration.

My second Ph.D. in Political Science was awarded by the University of Alberta, Canada, where I had also had a chance to moonlight as a lecturer in Russian politics and society.

I have since worked at a number of universities in Canada and beyond, interspersing this with periodic returns to my other favorite occupation: strategic planning and policy analysis for the government.

I have published on Russia's foreign and security policies, Russian-Ukrainian relations, nationalism and national identities in Ukraine and politics of energy in Eurasia. My latest book is about Russia's attempts to cobble up a Eurasian economic union. My commentaries appear in Asia Times and other online media.
