Owen Sinclair

Prior to his present consulting endeavors, Owen Sinclair served as Deputy Budget Director in the Nassau County Office of Management and Budget in Mineola, New York. Joining the Nassau County Office of Management and Budget as a Budget Examiner, Owen Sinclair earned promotion to Deputy Budget Director after one year. From May 2002 through December 2008, Owen Sinclair fulfilled various responsibilities in the Nassau County Office of Management and Budget, including supervision of staff, operational and fiscal direction of 11 departmental budgets, and oversight of a $900 million overall budget. An integral part of the administrative process in the Nassau County Office of Management and Budget, Owen Sinclair handled the full spectrum of fiscal management (capital, grant, and operating funds) for 1,300 employees, 150 programs, Nassau Community College, and Nassau University Medical Center (NuHealth).

Among his many achievements as Deputy Budget Director, Owen Sinclair implemented various operational strategic initiatives to save $14 million in Nassau County expenditures, significantly lowering the expense growth rate of nonprofit agencies without decreasing service quality and reducing County debt from 22 to 16 percent. As a result of his consistent performance, Owen Sinclair received a Citation for Excellence in Service and Character in 2008 from the Nassau County Executive. Owen Sinclair holds a Master of Business Administration from the Zicklin School of Business (Baruch College, City University of New York) and a Bachelor of Arts degree in Economics from the University of Pennsylvania.
