By invoking the teachings of Charles-Louis Secondat, Baron de la Brede et de Montesquieu, presented expert opinion on the question raised by the Indonesian Court of Auditor as to whether costs associated with the court civil procedures, payable by the parties to court civil procedures, constitute the state budget, subject to audit by the Court of Auditor.
