Raj Fernando is the founder and CEO of Scoutahead.com. Previously, he was the founder and CEO of Chopper Trading.

An expert in international financial markets and technological innovation, Fernando is actively involved in foreign policy organizations. He currently serves on the Foreign Policy Leadership Committee at the Brookings Institute as well as on the Board of Directors for the American Security Project and the Chicago Council on Global Affairs. CEO of the American Security Project, USMC retired Brigadier General Stephen Cheney, stated that “Raj Fernando’s expertise in cyber securityis a great asset to our national security.”

Raj Fernando earned bachelor's degrees in economics and history from Beloit College and also studied at University College London. He currently serves on the Board of Trustees for the Chicago Symphony Orchestra and Board of Directors for PAWS Chicago.

Chopper Trading

Fernando founded Chopper Trading in 2002, and stopped trading full time in 2004 to focus on growing Chopper into the renowned financial leader that it ultimately became. As CEO, Fernando designed, implemented, and managed some of the most sophisticated risk management, communications, trading, monitoring, and source code security systems in the financial industry.

With approximately 250 employees worldwide, the company comprised many of the brightest engineers and traders in the world. Fernando grew Chopper Trading into one of the largest market participants trading on the biggest global exchanges including the CME, Nasdaq, LSE, ICE, and Eurex, before selling the firm to DRW, a global leader in the financial industry, in 2015.

Fernando began his latest endeavor in 2016 when he launched Scoutahead.com™. Scoutahead is an Internet start-up developed to enhance corporate and professional growth by providing a platform for companies and individuals to share trusted information and solicit confidential feedback.
