Addressing the funding liabilities for state and municipal employees’ retirement benefits, William Gray, J.D., LL.M., founded Government and Municipal Systems, LLC, where he serves as President and Chief Executive Officer. William Gray, J.D., LL.M., created the Public Employee Benefit Solvency Program (PEBS), to address the $1 trillion deficit between what the government entities will owe retirees and what they have set aside to pay the debt. The Washington, D.C.-based company also deals with the unfunded pension liabilities of unions and corporations. Gray’s legal, tax, insurance, estate planning, and business experience dates back to the late 1970s, when he practiced law.

In 1981, William Gray, J.D., LL.M., joined E.F. Hutton Life Insurance Company as a Regional Vice President, then quickly earned a promotion to National Director of Special Markets. After accepting a position as Estate Planning and Business Insurance Specialist at Merrill Lynch Insurance Group in 1985, he led the company in Single Premium Life sales for three straight years, exceeding $40 million in premiums annually and garnering National Man of the Year recognition. During his 12-year tenure at Merrill Lynch, William Gray, J.D., LL.M., created a revolutionary Life Premium Financing program in estate planning, which major accounting and law firms later replicated. He also founded financial services firm Tax Track Companies in 1996.

The skilled entrepreneur and attorney received his education in law at the University of North Dakota School of Law, the University of Exeter in Great Britain, and the William Mitchell College of Law’s Graduate Tax Program in Minnesota.
