Reserve Bank of India came out with the notification for RBI Grade B 2019 in the month of September last year. It was the first time in 5 years that it came out so late.

If we talk about RBI Grade B 2020 exam, I told my students to prepare till May 2020 as the notification is likely to come in June or July like every other year.
