Project Manager, Consultant, and Writer in Pakistan
Dr. Akbar Nasir Khan DIG/PSP. T.St. QPM is a civil servant from the Police Service of Pakistan. He holds multiple degrees in Civil Engineering, Law, Public Administration, and Business Administration from renowned institutions around the world. He has been decorated with Tamgha -i- Shujat in 2022 and the gallantry award of Quaid I Azam Police Medal in 2013 for his meritorious services in the line of duty.
He has developed and commanded large teams of professionals in the public sector. Start-ups, reforms, and institution-building have been his key achievements since 1995. He has performed in multi-ethnic and multi-cultural settings to lead diverse teams in Pakistan, Kosovo, and Sudan during peace and conflict times. He has led multi-million dollar projects in the public sector. He has pioneered the Punjab Safe Cities Authority in Punjab from 2015 to 2020. He designed and implemented the e-Challan system through AI and mass surveillance systems in Pakistan. He also pioneered an emergency response system known as PUCAR -15 presently working in the Punjab and Islamabad. He has authored two books on the subject of safe cities, changing police culture, and privacy in Pakistan.
At the policy level, he contributed to the reform of the National Counter Terrorism Authority of Pakistan in 2014-2015. He was the key person in developing Pakistan’s first National Internal Security Policy in 2014 and later on the first National Prevention of Violent Extremism Policy in 2022 which is pending approval. He headed multiple districts in KP and the Punjab and he has served as Inspector General of Police/Islamabad Capital City Police Officer from 2022 to 2024.
He contributes to subjects as diverse as counter-terrorism, law enforcement, security of foreigners in Pakistan, border management, public policy, accountability, international Law, and constitutional developments.
He is a poet, music director, film producer, and contributes to national newspapers.
