Ann Winterman Attorney
As Assistant General Counsel at FEMA's Region IX headquarters, attorney Ann Winterman brings more than a decade of relevant experience to her work, along with a rich background in commercial litigation, environmental law, and criminal defense. With FEMA since January 2011, Ms. Winterman handles a wide range of responsibilities in the agency's Oakland, California, office, advising on such matters as emergency preparedness, administrative procedures, flood insurance and mitigation, employment, and more. In tandem with her work at FEMA, Ann Winterman plays an active role in the greater Oakland community, serving on the Rockridge Community Planning Council since 2009. In this regard, Ms. Winterman helped organize the rehabilitation of the Rockridge BART Station. She also obtains grassroots support for a number of environmentally friendly urban initiatives and serves as Chair of the Parks Committee. Additionally, Ann Winterman has volunteered her energy to environmental advocacy through the Women's Earth Alliance, the Sierra Club, and the Center for Biological Diversity, helping to preserve the land for future generations.
Before assuming her present duties at FEMA, Ann Winterman served as Counsel for San Diego Fire Victim Lawyers, Special Litigation Assistant to the General Counsel at Perkins+Will, Associate Attorney at Burnham Brown, and Contract Attorney for criminal defense firms R. Shanti Brien, Cooper Law Offices, and the Law Office of Judy Browne. A former Staff Attorney for the Seventh Circuit Court of Appeals, Ms. Winterman gained invaluable experience as a Clerk in the Alameda County Public Defender's Office and through summer clerkships in the Office of the Federal Public Defender for the Central District of California and in the Ninth Circuit Court of Appeals. An alumna of the renowned University of California, Berkeley, School of Law (commonly known as Berkeley Law and Boalt Hall), Ann Winterman graduated in the top quarter of her class, earning an American Jurisprudence Award for her outstanding academic performance. Ms. Winterman holds a B.A. in Politics, magna cum laude, from the University of California, Santa Cruz.
