Grew up in mountains of Covalima area, graduated in Bachelor of Informatics Engineering at Universidade Nacional Timor Lorosa'e (UNTL) under cooperation of Fundação das Unversidades Portuguesas (FUP).
Working as Database Developer at Timor Telecom from 2004 – 2007 and in 2005 consultant in development database for Veterans at Ministry of Social Solidarity.
In May 2007 joined UNMIT till May 2009 as Web manager with Public Information Office.
January 2009 went to UN Mission in DR Congo (MONUC later MONUSCO) in a 3 months Temporary Duty as Webmaster then continued as UNV Webmaster till June 2014.
September 2015 - February 2016, Individual Consultant IT/Webmaster at UNDP Timor-Leste.
November 2014 - August 2016 working as In House Consultant for Information Technology and Public Relation at JICA Timor-Leste.

Designed and managed several websites in Timor-Leste.
Implemented first ever online radio streaming in Timor-Leste with TLMDC (www.radioliberdadedili.com).
Developed El Nino Timor-Leste social media campaign concept notes.
From March 2017 to October 2017, worked as Management Information System Consultant at Ministry of Agriculture and Fisheries, under Ministry's Institutional Reform and Transformation (MIRT) Project, Grant Aid by World Bank.
From November 2017 to February 2018, worked as Individual Consultant for Webmaster for Establishment an Integrated Portal for e-market and job matching at Knua Juventude Fila Liman, sipported by UNDP Timor-Leste.
From January to March 2018 also worked as Webmaster Consultant for Presidency Office.
