Arthur O’Neal is Vice President and co-founder of NOAH-anb, LLC. NOAH is a team of consultants that specializes in teaching companies how to bid and manage federal contracts that fall under the McNamara-Ohara Service Contract Act. As a regulatory expert, Arthur has helped companies win nearly $50 million in federal contract awards. On the management side, he saved one company $20 thousand on one contract alone by auditing its time and attendance records and preventing costly Department of Labor complaints. He believes that federal contracts succeed when companies invest in the well-being and success of their service contract workforce.

Arthur’s passion for consulting stems from a desire to serve the federally contracted servants who help keep the federal government functioning. Since beginning as a temporary, hourly service contract worker, he has gained nearly two decades of experience that includes contract management, corporate program management and business development. In that time, he accumulated invaluable wisdom with developing labor mixes, drafting/reviewing technical proposals, managing contract transitions, scaling workforces, teaching corporate staff sections, partnering with federal investigators, managing relationships/communications with contracting office teams, facilitating corporate initiatives, mentoring contract leadership teams and advocating for contract employees.
