Michael received a BS in Business Administration from Barry University. He completed his education by earning an MBA from the University of Miami’s Graduate School of Business. Following the completion of his education, Michael began his civil service career as a Special Administrative Assistant to then-Prime Minister, the Honorable Lester Bryant Bird. Michael served in this role from 1995 to 1997, where he honed his growing interest in public service, economics, and legislation. Making a positive impression on Bird, Michael gained a leadership role under the Prime Minister as the office’s Chief of Staff.

Between 1999 and 2003, Michael served as a Senator and Leader of Government Business in the Upper House of the Parliament of Antigua and Barbuda. Until 2001, Michael was also the Minister of State in the Office of the Prime Minister, responsible for Public Works, Communications, Insurance, Energy and the St. John’s Development Corporation. Between 2001 and 2003, Michael moved into the role of Minister of Public Works, Communications, Insurance and St. John’s Development.

In 2004, Michael faced his first general election, where he was voted as the ALP Representative for the St. Peter’s Constituency. Then, in 2009, 2014, and 2018, Michael reprised this role by being re-elected to the same position. Growing his role in the newly formed Antigua and Barbuda Labour Party’s government, Michael was also voted into the Cabinet of Ministers. In 2018, the Parliament Member was elected as the Minister of Investment and Trade.
