First, there ought to be NO FEAR linked to the touch collar. I am assuming that you have misunderstood a few of the basic principles or you just described it peculiarly inside your e-mail.
As for your question, here is what you're missing: CONDITIONING YOUR DOG TO THE BEHAVIOR. Thus far, all you have done is taught your puppy to-understand the behavior. However you haven't made the behavior in to a CONDITIONED RESPONSE. Be taught further about view site by browsing our pictorial site. This is why - in my own book - I advise you to give the COMMAND-CORRECTION-PRAISE (enforcing the behavior every-time the command is given by you for the first couple of months. ESPECIALLY if your dog is less-than a year old.
DO NOT SWITCH FOR THE GENTLE COLLAR BEFORE THE DOG IS TRAINED. You will be undoing your progress and teaching your dog to become collar smart. (Please review the part in the book about maybe not teaching your puppy to be collar wise).
