Bijan Burnard is a technology entrepreneur, software architect and researcher working across data infrastructure, sovereign artificial intelligence, financial data and autonomous enterprise systems.

He is the founder and principal technology leader of AlphoraData, a data and technology company serving institutional investment and financial organizations, and is involved in D-AI, focused on sovereign AI and digital infrastructure, and Lattice, an AI-agent orchestration and autonomous enterprise technology platform.

Burnard is the author of the Sovereign Digital Infrastructure Series (SDIS), a research programme examining the technical, institutional and policy foundations of digital sovereignty. His research covers sovereign cloud architecture, data localization, digital identity, compute sovereignty, interoperability, critical infrastructure resilience, cybersecurity, sovereign financial infrastructure and cross-border data governance.

He holds a BEng in Computing (Computer Science) from Imperial College London.

His broader work focuses on the infrastructure required for governments, institutions and enterprises to deploy emerging technologies securely, independently and at scale.
