Bill is an associate with Booz Allen Hamilton based in Norfolk, VA. He has over seventeen years experience in software engineering, and specialize in leveraging emerging XML technologies for commercial and government applications. Bill also was an original member and co-chair of the XDI (XRI Data Interchange) Technical Committee and an advisory member of the XRI (Extensible Resource Identifier) Technical Committee at OASIS. Mr. Barnhill has served OASIS as a member of the Technical Advisory Board and is active in the TeleManagement Forum. This allows Bill to bring information from those relationships and connections to bear on bring information from those relationships and connections to bear on the eGMS work, along with to the connections available through Booz Allen Hamilton. Bill foresees upcoming standards work in many interesting areas that have unique requirements for use in e-Government: Identity Management, health care record storage and retrieval, emergency preparedness and disaster relief, linked webs of eGov data, as well as others. He will work as a member of the steering committee to help existing TCs in these areas and to help start new TCs.
