Bill Lescher is a retired US Navy four-star Admiral who served as the Vice Chief of Naval Operations – the Navy’s #2 leader, effectively the COO.

In this role he led a major performance culture transformation called “Get Real Get Better” / “Perform to Plan – P2P” which significantly improved Navy operational outcomes including in aircraft, surface ship and submarine readiness, as well as supply chain productivity. The foundation of the performance advantage provided is a powerful organizational learning engine fueled by proven collaboration behaviors and an exceptional problem-solving process, transforming outcome delivery in key elements spanning resource allocation, execution and innovation.

Prior to serving as Vice Chief, Bill led the US Navy’s Finance function and Investment and Portfolio management process. He is an accomplished naval aviator and engineering test pilot who has commanded operational units at the Squadron, Wing and forward-deployed Expeditionary Strike Group level.
