Brad Benggio attended the University of South Carolina for studies in marine science and NOVA Southeastern University for studies in coastal zone management. His career with the National Oceanographic and Atmospheric Administration began in 1980 as an officer in NOAA's commissioned Corps. In addition to serving NOAA's uniformed service aboard oceanographic research ships, as a pilot for a variety of fixed wing aircraft in support of NOAA scientific and mapping missions, and as a research scientist, he worked in a variety of other NOAA support missions in locations throughout the US before transferring to the Office of Response and Restoration; Emergency Response Division (NOAA HAZMAT) in 1993. He has been based in Miami, FL since that time, covering the Caribbean, Gulf of Mexico, and SE Atlantic coasts.

Brad's career has been focused on environmental pollution from oil and chemical spills, response preparedness and contingency planning, training, and emergency response. With a strong scientific background, Brad represents the Dept of Commerce and NOAA on a regional, national, and international level, both individually and in various work groups. He serves on two Regional Response Teams (RRT4 and the CRRT), seven area planning committees, and supports the National Response Team's science and technology committee. He is a principal advisor to the US Coast Guard Federal On-Scene Coordinator for scientific and technical information during spill preparedness and response activities. To date, Brad has responded to several hundred oil, chemical and hurricane responses as NOAA's Scientific Support Coordinator. His work has led him to be a recognized leader, trainer, and expert for NOAA in the fields of pollution response, planning and environmental assessment. Over the years, Brad has authored or co-authored over 20 scientific papers addressing various aspects of oil and chemical spill response, planning, as well as numerous response guidance and policy documents for the Regional Response Teams.
