Carl Alameda

Carl Alameda is a dedicated professional in public service, with a career spanning more than twenty years in municipal operations, education, and property management. In his role as Assistant City Manager, he has demonstrated a steady commitment to the effective operation of local government. His responsibilities have included oversight of departments such as human resources, finance, emergency preparedness, and public communication. He also played a central role in launching a citywide training and evaluation system designed to strengthen workforce development and internal performance.

His path into public service began after earning a degree in political science with a concentration in public administration from California Polytechnic State University. He went on to pursue graduate education at the University of Southern California, where he completed a Master of Public Administration and a Master of Planning. Recognized as a Dean’s Merit Scholar, he built a strong academic foundation that would support his future leadership roles in local government.

His professional journey has included appointments as Assistant City Manager and Director of Administrative Services, as well as interim leadership roles for both the Public Works and Finance departments. These positions gave him broad responsibilities across budgeting, labor negotiations, emergency response planning, and interdepartmental collaboration. In each role, he focused on practical improvements, long-range planning, and strengthening operational systems. He also served as a staff liaison for the Art Commission and the Disaster Council, contributing to broader community engagement efforts.

In addition to his work in government, he has nearly two decades of experience managing residential and commercial properties. His responsibilities have included overseeing Section 8 and market-rate rentals, ensuring compliance with housing regulations, handling tenant concerns, and managing maintenance and financial operations. His ability to collaborate with accounting professionals has helped ensure sound financial practices across his property portfolio.

Since 2018, he has served as an adjunct professor at the USC Sol Price School of Public Policy, where he teaches in the Master of Public Administration program. His courses are informed by real-world experience.
