Charity Welch, Ph.D.

Dr. Charity Welch is a dynamic educational leader who has held significant roles at local, state, and national levels. Her expertise as a scholar-practitioner has been instrumental in translating education and social science research into effective policy and practice.
Currently, she teaches courses on the integration of culture and leadership at the University of Denver. Previously, she served as the assistant dean of graduate education at Millersville University, where she expanded programs for adult learners, and as the director of graduate education at Endicott College. Dr. Welch has also held executive positions in DC Public Schools and higher education. She was honored to serve as an associate professor at her alma mater, Coppin State University, where she prepared teachers for 21st-century classrooms.
Dr. Welch has been actively involved with federally funded centers, advising state leaders on interpreting, implementing, and monitoring education policies. She also facilitated the implementation of research-based instructional strategies in local districts. Her accomplishments in assessment involved leading teams to develop and implement large-scale state alternate assessment contracts across multiple states, notably transitioning assessments for students with significant cognitive disabilities from paper to a computer-based format.
Dr. Welch's academic credentials reflect her commitment to education and leadership. She holds a Ph.D. in special education from the University of Virginia and a B.S. and M.Ed. from Coppin State University. Her professional capabilities are further enhanced by leadership certificates from prestigious institutions such as the Harvard Graduate School of Education, Hampton University, and Goucher College.
Early in her career, Dr. Welch presented her research on education policy at Oxford University. She has served as an associate editor of JABSE, a reviewer for the National Education Policy Center at the University of Colorado, a manuscript reviewer for JNE, and a grant reviewer for the U.S. Department of Education. Her leadership in board development was recognized by the NAABMC.
A dedicated community servant, Dr. Welch has served on numerous boards and committees. She is a proud member of Delta Sigma Theta Sorority, Inc., and has held leadership roles in Rotary District 7390, including club president and assistant governor. Her career exemplifies her unwavering dedication to education, leadership, and community service.
