A price to InterNIC (Internet Network Information Center -- the team responsible for assigning domain names) and
A cost to-the organization doing the domain name registration for you.

Prior to the registration fees from InterNIC, some people registered large amounts of domains. As an example, there were people who attempted to register the names of as many major corporations as they could, so they could later promote these domain names to these companies (once the companies realized that 'their' domain names were not available).
O-n September 1-4, 1995, InterNIC announced the fee for all new domain name registrations would be $100, which would include two years of registration. So, all new domain name registrations now cost a minimum of $100, the cost to InterNIC. (Update: The charge for Web Addresses registered o-n or after April 1, 1998, is US$70.00. New users come in effect for a two-year period.
