An accomplished attorney in Phoenix, Arizona, Colleen Connor brings more than two decades of experience to her position as the leader of the government advice practice group of the Maricopa County Attorney’s Office. In her leadership role with the organization, she supervises a team of lawyers, paralegals, and secretaries who provide guidance and representation to Maricopa County public officials. Among other areas of focus, Colleen Connor possesses extensive knowledge about Arizona election laws.
Additionally, Colleen Connor leads attorneys who advise departments on health-related law, such as public health, correctional health, civil commitments, and mental health appeals. Colleen Connor also provides advice on business transactions related to the county's budget and finance departments.

Prior to her current position, Ms. Connor held leadership responsibilities with several public offices, including serving as deputy county attorney for Maricopa County and as the executive director of the Citizens Clean Elections Commission, a role in which she spearheaded the management and administration of the public-funding system for elections throughout the state of Arizona. She began her legal career as an assistant attorney general with the office of the Arizona Secretary of State.

Ms. Connor holds a bachelor’s degree in English from Fordham University and a law degree from the University of Baltimore School of Law, where she served as a member of the law review. An active member of the field, she belongs to the State Bar of Arizona and twice served as a member of the organization’s appointments committee. She also stands out as the author of several publications on election law and other topics.
