Hi I’m Dario Louis Zanzi.

I’m a father living in 400 Mission Ranch Blvd #72 Chico CA 95926.

Living below me is a mother who has a mentally ill daughter living with her in apt. #71. The mid 30's aged daughter has been in and out of Butte County Department of Behavioral Health several times, ultimately losing her own daughter.

My concern is this:

Two children visit the home every week.

I have heard crying and pleads to stop from each of the children, this being said, the safety is at risk for each of them to live with this unstable daughter in the home. ***UPDATE*** A Son also lives in the home, he is worried about the police for some reason and I believe is not on the lease to live in the dwelling.

I also have another concern, each family member of mine has been threatened by this daughter and son in statements to me using a voice emulator to my android devices microphone and to speakers (phone, bluetooth speakers)strategically placed in the ceilings under my three bedrooms.

The two have also sent fraudulent emails assuming my or my girlfriends identity and making up lies which ended up in our separation.

My girlfriend, who I love so very much, in the photo above, means the world to me, living here in the U.S. with only her son, has been threatened with extorsion and death threats.

I need the communities help along with proper authorities, the chico police, child protective services, and the United States Department of Homeland Security as a result of this daughter son and mothers actions. I have two phones with evidence of hacking (using apps to disable my ability to call for help and call for technical help)as well as controlling my Xfinity Internet Cable, from the box where it comes to the apartment. They have blatently told me, "what are you going to do about it."

I went and got evaluated for the psychological torment I was forced to undergo by my neighbors below.

As I was in the Enloe Behavioral Health as a voluntary patient, the neighbors next to me continued using means to torment me like they previously had done with my Xfinity services, impersonating my online presence and assuming my identity over federal communications lines to send videos and photos falsely representing me in text and photos.
