My research focuses on how the regulation of emergent media technologies both shapes and is shaped by social, cultural, and political practices. I seek to understand and encourage the mutual influences of public policy and internet technologies on cultural and political participation. I am currently working on a dissertation exploring the interacting roles of network neutrality policies and open internet infrastructures in shaping the potential for a global networked public sphere. In it I study the construction and operation of network neutrality as policy on the books and policy in practice, both in the United States and at the transnational level.
